Charles Connaghan obtained his B.A. (1959) and M.A. (1960) in psychology from the University of British Columbia. After working in industrial relations for a number of years he became Vice-President of Administrative Services in 1975 and served in this capacity until 1980. Connaghan also participated in the Council for Canadian Unity and the Task Force on Canadian Unity.
